As the clock ticks down to the crucial 11th November governorship elections in Bayelsa, Imo, and Kogi states, Nigeria's electoral commission, INEC, has sounded a clarion call to all political parties involved. They are urgently required to upload their lists of polling unit and collation center agents before the looming deadline, which is now just two days away. This mandate from INEC leaves no room for complacency, as the commission has categorically stated that it will not entertain any further submissions beyond the lists already uploaded to its online portal. Furthermore, it has sternly warned that there will be no extensions beyond the previously announced Tuesday, 10th October.
In an update shared on Sunday by INEC's spokesperson, Sam Olumekun, the commission revealed a concerning statistic. According to the update, only 55 percent of the total list of polling unit and collation center agents, which amounts to 189,180 individuals, has been uploaded by political parties across the three states. This glaring discrepancy between the expected numbers and the actual submissions raises questions about the preparedness and compliance of political parties in this critical electoral process.
Digging deeper into the numbers, we see variations in the level of compliance among the three states. In Bayelsa State, only 29,278 agents, accounting for 72.5 percent of the expected 40,372, have been uploaded. Imo State lags behind with a submission rate of 60.3 percent, where 51,681 agents out of 85,644 have been uploaded. Kogi State has the lowest compliance rate, with just 37.6 percent, where only 23,720 agents out of 63,144 have been submitted. These figures not only reflect a lack of uniformity but also suggest that some political parties are more diligent than others in meeting INEC's requirements.
The timeline leading up to this crucial deadline is worth noting. INEC had initiated the process by opening its online portal for the upload of agent lists on Thursday, 24th August 2023. Subsequently, the commission engaged party representatives in discussions about the methodology to ensure a seamless process. Despite these efforts, the compliance rates remain a cause for concern.
Another aspect of the electoral process that requires immediate attention is the submission of Collation Agents. INEC disclosed that only 25.1 percent of the expected 15,804 Collation Agents have been uploaded across the three states. Bayelsa State again falls short, with a submission rate of 26 percent out of 4,806 agents. Imo State follows closely behind, with a rate of 27.3 percent, where 1,638 agents out of 5,994 have been uploaded. Kogi State reports the lowest compliance rate here as well, with only 1,095 agents, or 21.9 percent, of the expected 5,004 submitted. This discrepancy in agent submissions raises questions about the effectiveness of political parties in ensuring a robust representation of their interests at the collation centers.
The impending deadline is inescapable. INEC has issued a stern warning that its online portal for agent submissions will automatically close at 12:00 midnight on Tuesday, 10th October 2023, and there will be no extensions granted. Consequently, all parties sponsoring candidates for the elections that have yet to upload their agent lists are urged to take immediate action and comply with the deadline.
In addition to agent submissions, INEC has reported that 45 media organizations have applied for accreditation since the portal opened on 24th August. However, it is important to note that the window for online accreditation of journalists and media organizations will close on 22nd October 2023. INEC has emphasized that late applications will not be entertained, and there is no provision for manual accreditation.
This development marks a pivotal moment in the run-up to the governorship elections in Bayelsa, Imo, and Kogi states.
